Service Contracting Manager

We are looking for a Service Contracting Manager to join our team. This is a new role created to strengthen and systematize our work with international organizations, INGOs, donor-funded programmes, UN agencies, EU-funded projects, and other institutional clients procuring consulting, research, communication, capacity-building, and other professional services.
We are looking for a professional who understands how international organizations procure services and what they expect to see in proposals, and can translate the company’s expertise into clear, compliant, and competitive technical offers.
This role combines tender coordination with proposal development, including analysing procurement requirements, shaping proposal logic, describing methodologies and team experience, and ensuring that each submission responds directly to the client’s expectations and evaluation criteria.
Knowledge and skills that will be valuable:
Applications in this area are more complex than standard tenders, so we are looking for a person with comprehensive experience, including:
- Experience working with international organizations, donor programmes, international projects, or businesses involved in international procurement — either on the client side or the contractor side.
- Experience in, or an understanding of, the process of building partnerships, consortia, or joint applications.
- An understanding of how international structures, donor organizations, and institutional clients operate.
- An understanding of international tendering procedures, calls for proposals, and service contracts, as well as experience participating in them and preparing the required documentation.
- The ability to work with tender documentation: analyzing requirements, preparing responses, checking whether an application meets the criteria, and collecting the necessary documents.
- The ability to develop, structure, and describe the methodology for delivering services in accordance with the client’s requirements.
- Upper-Intermediate English or higher.
- An understanding of the principles of budget development for international applications, particularly for the EU, UN, USAID, or similar structures.
- A highly systematic approach, strong organizational skills.
Main responsibilities of the position:
- Search for relevant international opportunities, including tenders, calls for proposals, service contracts, and other formats of cooperation.
- Work with tender documentation and help the team understand the requirements of specific applications.
- Prepare the technical part of proposals, including the description of services, approach, methodology, team experience, and expected results.
- Check the application’s compliance with formal and substantive criteria.
- Interact with partners during the application preparation process.
- Clarify requirements, data, documents, and the roles of all participants involved in the process.
- Coordinate deadlines, statuses, tasks, and team synchronization throughout the proposal preparation process.
- Where needed, contribute to building partnerships or consortia for specific opportunities.
