We are looking for a Service Contracting Manager to join our team. This is a new role created to strengthen and systematize our work with international organizations, INGOs, donor-funded programmes, UN agencies, EU-funded projects, and other institutional clients procuring consulting, research, communication, capacity-building, and other professional services.
 

We are looking for a professional who understands how international organizations procure services and what they expect to see in proposals, and can translate the company’s expertise into clear, compliant, and competitive technical offers.

This role combines tender coordination with proposal development, including analysing procurement requirements, shaping proposal logic, describing methodologies and team experience, and ensuring that each submission responds directly to the client’s expectations and evaluation criteria.
 

Knowledge and skills that will be valuable:

Applications in this area are more complex than standard tenders, so we are looking for a person with comprehensive experience, including:

• Experience working with international organizations, donor programmes, international projects, or businesses involved in international procurement — either on the client side or the contractor side.
• Experience in, or an understanding of, the process of building partnerships, consortia, or joint applications.
• An understanding of how international structures, donor organizations, and institutional clients operate.
• An understanding of international tendering procedures, calls for proposals, and service contracts, as well as experience participating in them and preparing the required documentation.
• The ability to work with tender documentation: analyzing requirements, preparing responses, checking whether an application meets the criteria, and collecting the necessary documents.
• The ability to develop, structure, and describe the methodology for delivering services in accordance with the client’s requirements.
• Upper-Intermediate English or higher.
• An understanding of the principles of budget development for international applications, particularly for the EU, UN, USAID, or similar structures.
• A highly systematic approach, strong organizational skills.
   

Main responsibilities of the position:

• Search for relevant international opportunities, including tenders, calls for proposals, service contracts, and other formats of cooperation.
• Work with tender documentation and help the team understand the requirements of specific applications.
• Prepare the technical part of proposals, including the description of services, approach, methodology, team experience, and expected results.
• Check the application’s compliance with formal and substantive criteria.
• Interact with partners during the application preparation process.
• Clarify requirements, data, documents, and the roles of all participants involved in the process.
• Coordinate deadlines, statuses, tasks, and team synchronization throughout the proposal preparation process.
• Where needed, contribute to building partnerships or consortia for specific opportunities.

• Understanding of grant instruments and programmes available to SMEs and private sector businesses, including EU-funded programmes, bilateral donor facilities, and private sector recovery instruments. Experience preparing or coordinating grant applications is a strong advantage.
• Experience advising businesses on international cooperation strategy: identifying relevant programmes, structuring partnerships, preparing applications, and managing reporting requirements.
• Strong project management skills: the ability to run multiple workstreams simultaneously, meet deadlines, and keep clients informed and engaged throughout.
• Strong analytical and writing skills. You will prepare grant applications, advisory reports, and client-facing materials to a high standard.
• Excellent written and spoken English. You will work on complex documents, liaise with international partners and donor representatives, and participate in meetings conducted in English. Ukrainian proficiency required.

• Comfort working across the private sector landscape: from early-stage SMEs to established Ukrainian companies to international businesses exploring the Ukrainian market.

   

Key responsibilities:

• Prepare and coordinate grant applications for SME and private sector clients across a range of available programmes, including EU facilities, bilateral donor instruments, and private sector recovery facilities.
• Advise SME and private sector clients on available funding opportunities, eligibility requirements, and application strategy.
• Support international businesses entering the Ukrainian market through private sector recovery facilities, including those operating under home-government grant or incentive schemes, by coordinating the process on the ground and liaising with relevant institutions.
• Help clients develop and articulate their international cooperation strategy, including identifying partnership opportunities and structuring cross-border collaborations.
• Build and maintain a structured database of grant programmes, eligibility criteria, deadlines, and application requirements relevant to SME and private sector clients.
• Manage client relationships throughout the project lifecycle: from initial scoping and application preparation through to reporting and follow-up.
• Monitor the evolving landscape of SME support programmes and private sector recovery instruments and proactively flag new opportunities to the team and clients.
• Contribute to joint proposals and tenders where private sector or SME expertise is required.

• Understanding of international public finance instruments, including Ukraine Facility, and bilateral donor instruments. You do not need to have worked across all of these, but you need to know how they work and how to navigate them.
• Experience developing, structuring, or preparing projects for external financing  (feasibility assessments, investment memos, financing applications, or bankable project documentation).
• Familiarity with the types of clients we serve, such as Ukrainian municipalities and communal utility companies (water, heating, energy), public institutions, or private sector businesses seeking access to international capital.
• Ability to think through a project from concept to financing structure, identifying the right instrument, the right partners, and the right sequencing.
• Strong analytical and writing skills. You will produce project documents, financing proposals, and client-facing materials to a high standard.
• Excellent written and spoken English. You will work on complex documents, engage with international partners, and participate in meetings conducted in English. Ukrainian proficiency required.
• Experience in either public investment management or private sector project finance is equally welcome.

Key responsibilities:

• Identify, develop, and structure projects for DFI and IFI financing, including projects for Ukrainian municipalities, communal utilities, public institutions, and private sector clients.
• Map and monitor relevant international financing instruments and programmes and match them to client needs and project pipelines.
• Manage the preparation of  bankable project documentation, including concept notes, feasibility inputs, financing applications, investment briefs, and supporting materials.
• Work closely with clients to understand their investment needs and translate those into viable project structures and financing strategies.
• Coordinate with financial modelling, legal, and advisory colleagues to ensure projects are technically sound and ready for submission.
• Build and maintain a structured database of financing instruments, eligibility criteria, deadlines, and active project pipeline.
• Contribute to proposals and tenders where development finance expertise is required, including joint applications with partner organisations.

• Experience identifying and approaching prospective clients — including international companies, Ukrainian businesses, and institutional partners — and presenting services clearly and persuasively.
• Experience coordinating proposals or applications in partnership with external organisations (joint tenders, consortia, or similar) will be a strong advantage.
• Strong internal coordination skills: the ability to translate client needs into clear tasks and priorities for the team.
• Excellent written and spoken English. You will conduct meetings, lead negotiations, and work on complex documents in English regularly. Ukrainian proficiency required.
• Comfort navigating international and cross-sector environments. Prior exposure to development finance, international cooperation, or institutional clients is an advantage, but not a requirement. Skills and mindset come first.

• High level of self-organisation, accountability, and the ability to manage multiple client relationships simultaneously.

• Proactively identify and engage prospective clients, including international businesses, Ukrainian companies, global consulting firms, and institutional partners,  and pitch Connecta Projects' services effectively.
• Lead or coordinate joint tender applications with partner organisations, managing the relationship and process from expression of interest through to submission.

Фокус позиції на досвіді  управління комунікаційними проєктами, подіями та взаємодії з медіа. 
 

• 3+ роки досвіду в комунікаціях (PR, медіа, журналістика, стратегічні комунікації тощо). 
• Досвід роботи з національними та регіональними медіа і вміння налагоджувати зв’язки. Перевагою стане наявність свіжої та широкої бази теплих контактів ЗМІ. 
• Досвід комунікаційного супроводу заходів та управління комплексними комунікаційними проєктами. 
• Навички написання змістовних текстів простою та цікавою мовою для різних аудиторій (колонки, стратегії, тези для спікерів). У команді є копірайтер, який допоможе з рештою текстів, але закладає сенси у них саме комунікаційник/ця.

• «Під ключ» вести комунікації проєктів: від розробки стратегії до реалізації проєкту разом із комунікаційною командою.
• Будувати та підтримувати взаємодію зі стейкхолдерами (ЗМІ, міжнародні партнери, донори, державні органи влади, громади тощо).
• Працювати з медіа: пітчити матеріали, реалізовувати медіамоніторинг, запрошувати на події, домовлятись про спільний контент тощо.
• Писати та курувати підготовку текстових матеріалів для медіа у співпраці з райтерами та/або журналістами.
• Формувати та реалізовувати інформаційні і PR-кампанії.
• Комунікаційно супроводжувати події (підготовка презентаційних матеріалів, тез та інтерв’ю самостійно або з копірайтером тощо). 
• Координувати комунікаційну роботу в рамках проєктів чи подій з підрядниками, фрілансерами та внутрішньою командою.
• Аналізувати результати комунікацій і по результатам готувати звітність.
