Ми, команда talanovyti, шукаємо для нашого партнера — Офісу підтримки ветеранської політики при Міністерстві у справах ветеранів — Business Analyst, який(а) описуватиме й перепроєктовуватиме процеси, що стоять за цифровими послугами для ветеранів і ветеранок.

Офіс підтримки ветеранської політики — це команда зовнішніх експертів при Міністерстві у справах ветеранів. Офіс підсилює міністерство там, де потрібні додаткова експертиза, час і фокус: допомагає планувати зміни та впроваджувати їх у практичній роботі. Сьогодні це 25+ людей, серед яких напрям міжнародного співробітництва та донорської координації, юридична команда, комунікації, Operations & HR і цифрова команда.

Цифрова команда — це близько 11 людей: бізнес-аналітики, продакт-овнери та окрема команда IT-інфраструктури. Саме вона відповідає за цифрові сервіси для ветеранів: електронні послуги, Єдиний державний реєстр ветеранів війни, портал Veteran Pro, CRM для фахівців супроводу. Команда працює у крос-функціональних складах разом з Дією, підрядниками та іншими міністерствами.

Чому ця роль варта уваги:

1. Ефект від твоєї роботи видно не в дашборді, а в тому, скільки часу й нервів людина витрачає на отримання виплати. За кожним описаним процесом стоїть реальна послуга, якою користуються сотні тисяч ветеранів і ветеранок — від подачі заяви до отримання виплати. Часто ти будеш першою людиною, яка взагалі задокументує процес, бо офлайн-версія ніколи не була описана.
2. Ти працюватимеш у крос-функціональних командах з Дією: проджект-менеджерами, бізнес-аналітиками та розробниками. Це доступ до державної цифровізації зсередини і досвід, який неможливо зібрати в комерційному продукті.
3. Аналітика тут глибша за звичайну. Ти працюватимеш не лише з вимогами стейкхолдерів, а й із законодавством: розбиратимешся, що можна автоматизувати в межах чинних норм, а де потрібні регуляторні зміни.
4. Серед партнерів команди — Amazon, Google та Apple. Якщо в тебе є англійська, у тебе буде можливість долучатися до таких зустрічей напряму.

Що тебе чекає:

На старті ти пройдеш онбординг — серію зустрічей, де команда розкаже, над якими проєктами працює та які артефакти використовує. Далі за тобою закріплять проєкт в одному з двох напрямів: електронні послуги для ветеранів або робота з Єдиним державним реєстром ветеранів війни. Як правило, спеціаліст веде один глобальний проєкт; якщо Офіс у проєкті виступає одним зі стейкхолдерів, а не холдером процесу, до нього можуть додати ще один.

В твоєму основному фокусі будуть:

1. Аналіз процесів. Вивчати і описувати поточні процеси надання послуг ветеранам війни, у тому числі офлайн-процеси, які раніше ніхто не документував.
2. Проєктування TO-BE (BPM). Розробляти оновлену модель бізнес-процесу з урахуванням вимог цифровізації та інтеграції, пропонувати, де процес можна скоротити або автоматизувати. Якщо задокументованого офлайн-процесу немає — одразу формувати цільову модель.
3. Схеми і нотації. Формувати детальні схеми в BPMN 2.0 та UML під стандарти команди.
4. Робота з вимогами. Збирати, структурувати та аналізувати вимоги від усіх стейкхолдерів: міністерства, ветеранських спільнот, інших держорганів, розробників і підрядників.
5. Документація. Писати BRD, технічні умови й технічні завдання, готувати функціональні специфікації, User Stories, Use Cases, інструкції та експлуатаційну документацію для розробників і тестувальників.
6. Нормативка. Аналізувати чинне законодавство щодо підтримки ветеранів, соціальних послуг і цифрової взаємодії держави з громадянами, забезпечувати відповідність рішень нормам і політикам безпеки. Будь-який проєкт — це мінімум 100 сторінок правової документації, яку треба опрацювати до старту роботи.
7. Супровід розробки. Вести й оновлювати беклог, працювати з UX/UI дизайнерами над інтерфейсами та формами, брати участь у тестуванні й перевіряти відповідність реалізованого функціоналу вимогам, аналізувати зворотний зв'язок від користувачів.
8. Проактивність як частина роботи. Багато ініціатив перетинаються з ініціативами інших відомств. Принцип команди простий: якщо там є наша частина — ми холдери процесу. Від тебе очікується рухати процес уперед, а не чекати, поки задачу делегують на тебе.

Кого ми шукаємо

Must have:

1. Досвід аналітики бізнес-процесів від 1 року — саме як BA, з розумінням, як влаштована робота від збору вимог до передачі документації в розробку.
2. Досвід написання BRD, технічних умов і технічних завдань. Нам важливо, які саме артефакти ти створював(-ла) і на якому рівні деталізації описував(-ла) технічні вимоги.
3. Досвід підготовки вимог, специфікацій та експлуатаційної документації для IT-продуктів.
4. Знання нотацій BPMN 2.0 та UML на рівні, де ти можеш самостійно описати наявний процес і спроєктувати цільовий, а не тільки прочитати чужу схему.
5. Досвід роботи з Notion, Jira та Confluence як щоденним робочим середовищем.
6. Готовність працювати з великими обсягами нормативно-правових текстів. Це не «іноді доведеться почитати» — це щоденна реальність ролі.
7. Досвід спілкування і взаємодії з користувачами та замовниками: з'ясувати справжню потребу, зняти вимоги, повернутися з рішенням.
8. Вища або незавершена вища ІТ чи інженерна освіта (або споріднені галузі).

Буде перевагою:

1. Досвід у державній сфері або роботи з держорганами: з'ясування вимог, презентації, погодження.
2. Досвід впровадження програмного забезпечення, а не тільки написання документації до нього.
3. Моделювання інтерфейсів: Axure, Figma.
4. Моделювання бізнес-процесів у Cawemo.
5. Англійська. Для внутрішньодержавних напрямів вона не потрібна, але дає можливість долучатися до зустрічей з міжнародними партнерами і спрощує щомісячну донорську звітність.

І ще такі Soft Skills:

1. Проактивність: ти не чекаєш, поки хтось інший розкладе все по поличках. Сам(-а) бачиш, де процес можна покращити, і приходиш не лише з проблемою, а й з варіантом рішення.
2. Адаптивність до нового. Артефакти тут погоджені нормативно і суттєво відрізняються від того, що прийнято в бізнесі. Важливо вміти абстрагуватися від попереднього досвіду й перейти на інший формат ТЗ, а не доводити, що «в нас робили інакше».
3. Посидючість і увага до деталей. Значна частина роботи — це вдумливе читання правових документів, де від однієї формулювальної деталі залежить, як працюватиме сервіс.
4. Витримка і скіл очікування. Темп проєктів різний: послугу з компенсації за автоцивілку команда зробила за місяць повністю, а модернізація реєстру триває вже понад рік, бо на кожному кроці донорський трек, закупівля й погодження ТЗ. Важливо не вигорати там, де швидко не вдається досягти результату.
5. Готовність до змінних пріоритетів. Це не середовище з ідеально спланованим тижнем: зовнішні стейкхолдери вносять корективи, терміновий запит зверху може дропнути денний план, іноді потрібно включитися ввечері або приїхати на зустріч наступного дня. Ми проговорюємо це чесно, тому що такий формат підходить не всім.
6. Комунікація в крос-функціональних командах: домовлятися з аналітиками Дії, розробниками підрядника, представниками інших міністерств і тримати свою частину процесу.
7. Мотивація робити щось корисне для держави. Нам важливо розуміти, чому тобі відгукується саме держсектор і саме ветеранська політика.

1. Формат: повна зайнятість, офіс, особливо на старті та під час випробувального терміну — команда вважає, що офлайн допомагає швидше зануритися в контекст. Далі можлива більша гнучкість за домовленістю з керівником.
