IMPACT Initiatives (IMPACT) is a humanitarian NGO, based in Geneva, Switzerland, with the aim to improve the impact of humanitarian, stabilization and development action through data, partnerships and capacity building programs. The organization manages several initiatives, which includes i) the REACH Initiative aimed at facilitating the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts, ii) the PANDA Initiative aimed at directly supporting key aid actors in improving the effectiveness, efficiency, and efficacy of their programs, and iii) the AGORA Initiative aimed at promoting localized and multi-sectoral aid action in support of the recovery and stabilization of crisis- affected communities.
With over 400 staff members, including assessment, data analysis, GIS experts and field professionals, IMPACT currently has projects in over 25 countries across the Middle East, Africa, Asia, Europe and Latin America. IMPACT is a sister organization of ACTED, a French NGO with headquarters in Paris. The two organizations have a strong complementarity formalized in a global partnership, enabling IMPACT to benefit from ACTED’s operational support in its fields of intervention.
Context
IMPACT Initiatives is seeking a Data Officer to join the Critical Infrastructure and Services Team in Ukraine. The team’s work focuses on understanding how the war is affecting people’s access to critical infrastructure and essential services, such as electricity, heating, water, healthcare, transport, and communications. A key part of this includes conducting assessments of infrastructure damage and service disruptions, as well as analysing how these disruptions impact households and communities, particularly in frontline and conflict-affected areas.
The role will primarily support IMPACT’s research activities in Ukraine, while also providing data support across the team’s wider research portfolio and, where relevant, to the broader Ukraine mission in coordination with the Cross-Cutting Data Team.
The Data Officer will support data processing, cleaning, analysis, quality assurance and visualisation across research cycles, working primarily with R/Python, Power BI, Excel and KoboToolbox. The role will involve preparing and analysing assessment datasets, maintaining and adapting analytical scripts and workflows, supporting data collection tool development in KoboToolbox, producing visual and dashboard outputs, and ensuring that data products are accurate, timely and suitable for humanitarian analysis and decision-making.
Working closely with assessment, GIS and data colleagues, the Data Officer will contribute to the delivery of high-quality research on infrastructure damage, service disruptions, and access to essential services, helping humanitarian actors and decision-makers understand where needs are most severe and how they are evolving over time. The position will also work closely with IMPACT Ukraine’s Cross-Cutting Data Team to ensure consistency with mission-wide data standards and to support selected data needs beyond the immediate team when required.
Candidates should have strong quantitative and analytical skills, experience working with structured datasets, and practical knowledge of R and/or Python, Excel and data visualisation tools. Experience with humanitarian research, survey data, KoboToolbox, Power BI or reproducible analytical workflows would be an advantage.
This is an opportunity to contribute directly to operational humanitarian research in Ukraine, combining hands-on data analysis with research focused on critical infrastructure damage, service disruptions, and access to essential services in conflict-affected areas.
FUNCTIONS
1) Data Processing, Analysis and Visualisation
- Implement data-management, processing and analysis processes for research activities undertaken by the Critical Infrastructure and Services Team, including assessments of infrastructure damage, disruptions to essential services, winter and energy access, and other issue-based research in conflict-affected and frontline areas, using KoboToolbox, R/Python, Power BI and Excel, including:
- Supporting data processing and cleaning following data collection, including data transformation and preparation of analysis-ready datasets using existing instruments and scripts.
- Support the development, deployment and maintenance of KoboToolbox data collection tools, including form testing, data quality monitoring and troubleshooting during data collection.
- Supporting survey data analysis using R/Python and producing analytical outputs, visualisations and dashboard updates in close coordination with the assessment team.
- Conducting systematic data quality checks and supporting troubleshooting of data issues throughout the research cycle.
- Provide data support to other research activities implemented by the Critical Infrastructure and Services Team, depending on operational priorities and workload.
- Provide ad hoc cross-cutting data support to the wider IMPACT Ukraine mission, in coordination with the Cross-Cutting Data Team.
- Support the development, adaptation and maintenance of scripts, tools and analytical workflows that improve the efficiency and reproducibility of data processing and analysis.
- Ensure timely delivery of datasets and analytical products and uphold rigorous data quality control standards.
2) Internal Coordination
- Work closely with the Associate Research Manager, Assessment Officers, GIS colleagues and other members of the Critical Infrastructure and Services Team to ensure the production of high-quality research outputs.
- Coordinate closely with the IMPACT Ukraine Cross-Cutting Data Team to ensure alignment with mission-wide data standards, workflows and priorities.
- Coordinate with relevant IMPACT HQ technical teams, when required, to validate cleaned datasets, analytical outputs and associated scripts.
- Contribute to troubleshooting and technical support for data-related issues affecting research implementation.
3) Confidentiality and Data Protection
- Maintain the highest standards of data confidentiality and security.
- Ensure data management processes comply with IMPACT data protection requirements and established internal procedures.
- Take proactive steps to prevent unauthorised sharing, access or use of sensitive data and information.
REQUIRED SKILLS:
- Bachelor’s degree completed or in process in a sphere of social sciences, data science, information management or other related specialization.
- Good knowledge of descriptive and inferential statistics, basic knowledge of data science
- Strong skills in Python and/or R for data analysis (pandas, tidyverse) and willingness to work with both.
- Strong skills and experience with Power BI.
- Good Excel skills.
- Fluency in English is required.
- Understanding data confidentiality and data security principles.
- Ability to multitask with tight deadlines, on numerous research cycles in complex environment.
- A self-starter with a proven ability to work independently.
Ability to operate in a cross-cultural environment requiring flexibility.
NICE TO HAVE:
- Experience with Kobo Toolbox or similar platforms.
- Experience in humanitarian sector.
- Experience with other analytics or automatization tools would be a plus.
