INTERSOS Ukraine is a subdivision of the international humanitarian organization INTERSOS (Italy).

We provide support to victims of emergencies, armed conflicts and natural disasters with particular attention to the most vulnerable categories: children, women, elderly people, displaces persons, who were forced to flee their homes and moved to safer places and also to those who cannot leave the dangerous regions and are under constant threat.

INTERSOS teams are present in Odesa, Kyiv, Kharkiv, Mykolayiv, Kherson and now expand their activities in Sumy.

 

INTERSOS Ukraine provides economic, humanitarian and medical aid, psychological support, organizes educational activities, gives medicines and equipment to the hospitals, provides shelter and ensures basic human needs. During one year of our work in Ukraine we provided support to more than 100 000 people. 75 000 of them received aid in the sphere of protection, prevention and emergency care. 3 000 medical consultations were carried out in remote regions, which are not covered by the official heath care system. 49 medical institutions received medicines, medical devices and equipment.

We are opening a vacancy of the Information Management Officer

Location: Kharkiv

 

Duration of contract: till 31/12/2026 with possibility for extension.

 

Main Purpose

Develop and maintain information management (IM) strategy and tools in accordance with INTERSOS standards IM Approach (covering Data Collection, Data Storing, Data Analysis, Data Reporting and Sharing, Data Archiving), to improve data management and quality, and promote internal and external communications.

Create operational data management systems to enable effective collection, management, analysis of data, in compliance with quality standards and data protection/data sharing policies and protocols.

 

The Informational Management Officer (IMO) will have a strong technical role in designing, building and maintaining programme dashboards from scratch, including interactive dashboards and visual information products that provide a real-time overview of INTERSOS Ukraine operations, activities, indicators, targets, achievements and geographic coverage.

 

The role will support senior management, Programme, MEAL and field teams to visualise programe implementation trough maps, filtrs and dashboards, including project, donor, sector, activity, indicator, location, reporting period and assisted individuals and/or households

 

Reporting to: 

Hierarchical: MEAL Coordinator/MEAL Manager or HoP/HOM (if MEAL Dept is not present)

Functional: ICT & IM Coordinator

 

Tasks

  • Develop data collection, data management and data visualisation tools and procedures, in accordance with INTERSOS standard approach, and in close collaboration with the MEAL and the Programmes department 
  • Design, build and maintain operational programme dashboard from scratch, primarily using Excel, Kobo and Google Data Studio/Looker Studio
  • Develop interactive dashboards showing INTERSOS programme coverage across Ukraine, including maps by oblast, raion, hromada and settlement where data is available.
  • Ensure dashboards allow users to filter data by project, donor, sector, activity, indicator, location, time period, partner, target versus achievement, individuals assisted and households assisted.
  • Ensure regular update and quality of programmes’ DB, guaranteeing data protection protocols are respected and internal sharing is aligned with INTERSOS IM requirements.
  • Develop and maintain clean programme datasets and standard templates for projects, activities, indicators, locations and beneficiary disaggregation
  • Consolidate data from Kobo, TTI, datasets, Google Data Studio/Looker Studio and other programme data sources
  • Support Programmes and MEAL staff in conducting assessments, by developing ad hoc surveys, forms and other tools as needed, and by providing capacity building to the field teams 
  • Develop and improve Kobo forms, data collection workflows and data validations rules to support accurate and harmonised field-level data collection
  • Proactively gather information from other clusters, organisations and partners on relevant areas of concern and interest for the mission 
  • Clean, aggregate, compile, and analyse projects’ datasets, ensuring quality and accuracy of final data
  • Conduct regular data quality checks, outlier identification and follow-up with field teams on data gaps or inconsistencies
  • Produce visual materials with relevant project data to support communications and reporting, and to enhance internal communication both within the mission and between the mission and HQ, in collaboration with the Communication department 
  • Build the capacity of other team members on the use of online data collection and data management tools 
  • Regularly train field teams in the use of data collection tools 
  • Provide technical guidance to MEAL and programme staffs of IM tools on and its correct use 
  • Prepare quarterly, monthly and weekly reports of activities, in line with MEAL and programmes requirements 
  • Support the preparation of 4Ws/5Ws, Activity Info and other cluster porting by providing accruate, cleaned and disaggregated programme data.
  • Liaise with technical IM staffs of other organisations and participate in meetings and activities by coordinating bodies/clusters, under the supervision of the MEAL Coordinator or MEAL Manager 
  • Strictly follow the internal procedures and guidelines and Standard Operating Procedures (SOPs) 
  • Any additional tasks in support of project, programme or Mission’s information management as assigned by the Line manager 


    Requirements

Education 

  • Degree in relevant field (information management, analysis, statistics or other related area) or ideally a degree or certification in data analytics, information systems, computer science, GIS, statistics, or any other related field

Professional experience 

  • Minimum 3 years relevant professional experience of providing information management support in humanitarian context 
  • Proven and demonstrable knowledge and experience in statistics, data analysis and/or information management
  • Proven experience designing and maintaining dashboards, from raw or multi-source datasets.
  • Experience working with humanitarian programme data, including indicators, targets, achievements, beneficiary tracking and geographic/activity reporting.
  • Experience managing sensitive data, preferably protection, GBV, health, cash assistance or beneficiary-related data, is highly desirable.

Professional requirements 

  • Ability to use a logical and structured approach to collate, manage and synthesise both qualitative and quantitative information 
  • Reporting skills, experience with monitoring tools and systems, different data collection methodologies and analysis 
  • Advanced skills, including dashboard design, data modelling, relationships, filters, measures and visualisation.
  • Good knowledge of Power Query and DAX is strongly desirable.
  • Advanced spreadsheet skills (Excel, Google Sheet) and experience with analytical software packages is an asset
  • Strong experience with Kobo Toolbox / Appsheet / ODK or similar mobile data collection platforms. 
  • Experience with Google Data Studio / Looker Studio is desirable.
  • Experience with GIS or mapping tools, including QGIS, ArcGIS, maps or similar tools, is highly desirable.
