Head of Product

The Defense Procurement Agency (DOT) is a state-owned enterprise responsible for procuring military equipment, ammunition, UAVs, fuel, food, clothing, and other critical supplies for the Armed Forces of Ukraine and the Defense Forces.

We are looking for a Head of Product to lead cross-functional product teams responsible for delivering digital solutions that support critical defense procurement and operational processes. You will drive product strategy, oversee product delivery, and help shape the digital transformation of one of Ukraine's most important public organizations.

Responsibilities

• Lead the end-to-end product lifecycle, from discovery and planning to delivery and continuous improvement. 
• Define product vision, objectives, roadmap, and success metrics.
• Analyze business processes, stakeholder needs, and functional requirements to identify effective digital solutions. 
• Build, manage, and develop teams of Business Analysts and Project Managers. 
• Collaborate with executive leadership, end users, technical teams, and external vendors. 
• Establish and improve product management, business analysis, and project delivery processes. 
• Evaluate and introduce new technologies and tools to support product development. 
• Research regulatory requirements and translate them into technical requirements. 
• Prepare high-level business and technical requirements for software solutions. 
• Collaborate with the Ministry of Defense of Ukraine on defining requirements for SAP implementation initiatives. 
• Provide regular progress updates and product status reports to leadership and key stakeholders.

Requirements

• Bachelor's degree in Information Technology, Management, System Analysis, or a related field. 
• Experience leading product or project management initiatives. 
• Experience defining high-level product requirements and detailed technical specifications. 
• Proven experience implementing product management and business analysis processes. 
• Experience with ClickUp, Camunda, or similar platforms. 
• Knowledge of BPMN 2.0 and UML. 
• Understanding of APIs and enterprise system integration principles. 
• Familiarity with digital government technologies, including electronic signatures (QES) and government registries. 
• Strong stakeholder management and communication skills. 
• English proficiency at Intermediate level or higher. 
• Strategic thinking, leadership mindset, and strong organizational skills. 
• Proactive attitude and willingness to drive continuous improvement. 
• Zero tolerance for corruption.

Nice to Have

• Additional education or certifications in Product Management, Business Analysis, Public Administration, or SAP. 
• Experience participating in SAP implementation projects. 
• Experience working with government institutions or large public-sector organizations. 
• Experience leading digital transformation initiatives within enterprise environments.
