Azure expert for near real-time push notifications Offline

We are looking for an Azure expert to help us set up near-real-time push notifications.

We need to get push notifications as resources are being added, updated, and deleted.

We also need the same for Azure AD including B2C.

You should work independently with minimum supervision.
