About IMPACT Initiatives

IMPACT Initiatives (IMPACT) is a humanitarian NGO, based in Geneva, Switzerland, with the aim to improve the impact of humanitarian, stabilization and development action through data, partnerships and capacity building programs. The organization manages several initiatives, which includes i) the REACH Initiative aimed at facilitating the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts, ii) the PANDA Initiative aimed at directly supporting key aid actors in improving the effectiveness, efficiency, and efficacy of their programs, and iii) the AGORA Initiative aimed at promoting localized and multi-sectoral aid action in support of the recovery and stabilization of crisis- affected communities.

With over 400 staff members, including assessment, data analysis, GIS experts and field professionals, IMPACT currently has projects in over 25 countries across the Middle East, Africa, Asia, Europe and Latin America. IMPACT is a sister organization of ACTED, a French NGO with headquarters in Paris. The two organizations have a strong complementarity formalized in a global partnership, enabling IMPACT to benefit from ACTED’s operational support in its fields of intervention.

 CONTEXT

Under the supervision of the Resilience & Spatial Planning Unit Senior Assessment Officer, the REACH Senior Data Officer is responsible for the processes and outputs related to data processing in the unit. She/he will oversee and manage all data cleaning, data processing, data analysis, and data visualization activities in cooperation with IMPACT team in country and in Geneva. 

Under the supervision of the Cross-Cutting Technical Team Data Specialist, the REACH Senior Data Officer is supporting other units with data-related ad-hoc requests and with advanced cross-unit projects.

FUNCTIONS

1. Data quality assurance and data visualization activities within the unit

Within the RSPU the IMPACT Senior Data Officer will be responsible for:

• Supervision of all data related processes before the beginning, during and after data collection.
• Ensuring data quality and compliance with internal and external workflows for all research cycles within the unit.
• Supporting the development of internal IM procedures and guidelines.
• Coordinating and collaborating with various partners on data needs both within specific research cycles and across the response more widely.
• Improving the quality of secondary data collection.
• Leading and coordination of the development of interactive dashboards and other visualizations within the unit.

2. Cross-project and external support

Within the CCTT the IMPACT Senior Data Officer will be responsible for:

• Providing support to other units on ad-hoc requests related to standard procedures of data collection, data cleaning and analysis.
• Providing support to CCTT on data-related requests from external stakeholders.
• Developing and conducting advanced cross-unit projects that involve primary and secondary data.

The activities of the Senior Data Officer within CCTT can take up to 50% of working time, with the actual percentage being determined based on the current needs of RSPU.

3. Internal Communication Processes

The REACH Senior Data Officer will work closely with the Research Manager, Senior Assessment Officer, Data Specialist and IMPACT\REACH Data Officers in country to guarantee quality of all IMPACT products.

4. Confidentiality and Data Protection

The REACH Senior Data Officer will maintain the strictest confidentiality of data and processes. He/she will actively take measures to prevent the unauthorized sharing of information and data.

QUALIFICATIONS

• Full working proficiency in English and Ukrainian required;
• Bachelor degree or equivalent experience in Computer Science, Statistics, Information Systems, Social Sciences, or any relevant discipline;  
• 2-3 years of experience in data analysis, preferably in humanitarian context is an asset;
• Good organizational, communication and interpersonal skills;
• Ability to think creatively in terms of tool and process development and optimization;
• Flexibility and adaptability to ever-changing needs and responsibilities;
• Ability to work independently;
• Excellent critical thinking and problem-solving skills;
• Familiarity with the aid system and understanding of donor and governmental requirements is an asset.
• Knowledge of urban planning and recovery an asset.
• Experience coordinating with local authorities in Ukraine required.
   

Essential minimum technical qualifications:

1. MS Excel: advanced usage of formulas, pivot tables, wide and long datasets;
2. Advanced dashboard development experience using PowerBI;
3. Data processing and analysis experience with R and/or Python;
4. Experience with secondary data collection and analysis.

Desirable technical qualifications:

1. Previous experience with mobile data collection tools (ODK, KOBO, Ona) and understanding of questionnaire design workflow;
2. Familiarity with XLS-Form standard;
