About the project

The Abu Dhabi Ministry of Transport is launching a large-scale digital transformation program following the consolidation of multiple departments. This rapid expansion has resulted in siloed operations, fragmented data systems, and inconsistent data management practices.

The goal of this 18-month initiative is to establish a unified data strategy, streamline data flows, and rationalize information across diverse applications. The program aims to create a coherent, data-driven foundation for effective decision-making and operational efficiency across the ministry.

About the role

As a Data Business Analyst, you will act as the bridge between business stakeholders and the technical data teams. You will gather and analyze business requirements, map data flows between departments, and help define the organization’s data models and governance processes.

Your role will be critical in translating business needs into actionable data requirements, ensuring that data solutions are aligned with the overall strategy and deliver measurable value to the ministry.

Key Responsibilities

• Collaborate with business and technical teams to analyze existing data systems, processes, and requirements.
• Document and translate business requirements into functional and technical specifications for data integration and governance teams.
• Map data flows and relationships between multiple applications and departments.
• Contribute to defining and implementing data quality, governance, and standardization frameworks.
• Support the development of data models, dashboards, and reports to facilitate informed decision-making.
• Participate in data rationalization efforts to reduce redundancy and improve consistency across systems.
• Assist in change management and stakeholder alignment during the transition to unified data practices.
• Ensure all requirements are traceable and aligned with the overarching data strategy.

Requirements

• 5+ years of experience as a Data Business Analyst in large or complex organizations.
• Strong understanding of data lifecycle management, data governance, and data quality concepts.
• Experience working with data integration, reporting, and visualization tools (e.g., Power BI, Informatica, MS Fabric, or similar).
• Excellent skills in requirements gathering, process mapping, and stakeholder communication.
• Ability to work with both business and technical teams in a collaborative environment.
• Fluency in English is required; 
• Willingness to work on-site in Abu Dhabi during the initial phase of the project.
