IT (System) Administrator to $2000

About the Work:

 

RFA provides technical assistance to multiple Ministries to:

  • Improved capacity of GoU to establish EU compatible and decentralized strategic and recovery planning framework that align sector plans across government 
  • Improved capacity of GoU to develop gender-responsive, citizen-oriented, inclusive and environmentally sensitive policies within the strategic and recovery planning framework
  • Improved capacity of the GoU to manage the consolidated policy agenda in a transparent, accountable, evidence-based manner

To achieve these objectives RFA Project is developing software to automate the abovementioned processes.

The Role:

The IT (System) Administrator will be responsible for the administration and maintenance of all software utilized within our project, including but not limited to Wi-Fi networks, Google Workspace, Jira, and SharePoint. Additionally, the role involves managing instances of our IT products across test and staging environments.

Key responsibilities: 

  • Software & Server Administration: Administer and troubleshoot Linux-based network infrastructure, including secure VPN configurations (e.g., OpenVPN, WireGuard) to ensure encrypted access to internal systems and remote environments.
  • Ensure compliance with Ukrainian government regulations on cybersecurity and protection of information systems, especially those relevant to information telecommunication systems (ITS) 2 and 3 classes.
  • Maintain and administer web-based software and servers, including Google Workspace, Jira, and SharePoint.
  • Virtual Environment Management: Oversee the administration, maintenance, and optimization of virtual environments.
  • User Training & Support: Train staff on software usage and emerging technologies, ensuring seamless adoption.
  • User Account Management: Set up, maintain, and delete user accounts as required.
  • Technical Documentation: Develop and maintain documentation, including administrator guides, manuals, and troubleshooting procedures.
  • IT Support: Provide day-to-day technical support to end users and development teams.

 

Required Qualifications:

  • Education: Degree in Computer Science, Information Technology, or a related field.
  • Experience:
    • 2+ years of experience in software administration.
      • Demonstrated experience administering Linux-based systems and networks, with practical implementation of VPN solutions for secure remote access. Understanding of network routing, access control, and traffic filtering in Linux environments.
        • Experience with backup strategies and disaster recovery planning.
          • Practical knowledge of security best practices for web service administration.
            • Experience in software documentation (guides, tutorials, quick-start guides).
  • Skills:
  • Strong problem-solving and troubleshooting abilities.
  • Excellent communication and interpersonal skills.
  • Ability to work effectively both independently and in a team environment.
  • Language: Upper-intermediate or higher level of written and spoken English.
  • Citizenship: Ukrainian citizen.

As a plus:

Knowledge of national cybersecurity standards and procedures for building and supporting government-grade information systems (2nd and 3rd classes ITS)

  • Certification in relevant areas (server OS, virtualization, cloud, databases).
  • Experience in software development.
  • Windows OS and Unix OS.
  • Automation of routine actions with scripts and script writing.

     

    Indicative LOE/Time Frame:

    Full-time, Monday-Friday.

     

    Location of Position:

    Remote, with the ability to work from the office in Kyiv when required.

     

    The duration of the contract is till the end of 2025 with a possibility of extension (subject to approval and implemented deliverables during a previous deployment).

     

    For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).
