Automation Engineer (WebdriwerIo, Cypress) - URGENT, ONE TIME PROJECT (offline)

I need to create an automation framework which will be suitable to handle:
- Web automation.
- API automation.
- Mobile automation (this is not a priority right now and can be skipped if more effort involved).

This framework needs to be in JavaScript, thus I was looking at Cypress and/or WebdriwerIo with Mocha, but looking for recommendation.

Once framework identified, there are 4 APIs, which will need to have a tests written. These should be a standard positive and negative tests.

All what is written above needed for Monday, Feb 14.

The next step is - we will need to add Test Rail integration and configure Jenkins to kick off these tests and report results to Test Rail.

The bonus will be if all of this (framework + tests + Jenkins) can be put into the Docker container.

Please let me know if this can be done by Monday (Framework + 4 API tests) and what will be the cost.

Please Note, I'm looking for someone who may be able to continue writing tests and support this framework.
