Основні обов'язки:

• Формувати державну політику інновацій у реальному секторі економіки : розробляти концептуальні засади, стратегічні пріоритети та інструменти їх реалізації.

• Розробляти та супроводжувати ключові нормативно-правові акти у сфері інноваційної діяльності - від законів і постанов КМУ до відомчих наказів - забезпечуючи їх відповідність євроінтеграційному курсу України.

• Будувати та актуалізувати стратегічну візію цифрової та інноваційної економіки України.

• Координувати діяльність УКРНОІВІ у частині реалізації державної інноваційної політики.

• Ініціювати та розробляти механізми державної підтримки інновацій: інноваційні ваучери, R&D-субсидії, технопарки, кластерні ініціативи, публічно-приватні партнерства.

• Представляти Міністерство у міжвідомчих робочих групах, на переговорах з міжнародними донорами та в рамках євроінтеграційних процесів (асоціація з Horizon Europe, EU4Business, COSME тощо).

• Здійснювати моніторинг та аналіз стану інноваційного розвитку галузей, готувати аналітичні звіти, позиційні документи та доповідні записки для керівництва Міністерства.

• Керувати відділом: планувати роботу, розподіляти завдання, контролювати якість і строки виконання, розвивати команду.

• Координація наукової та науково-технічної діяльності, контроль виконання бюджетних програм та державного замовлення.

Кваліфікаційні вимоги:

• Ступінь вищої освіти не нижче магістра у сфері економіки, публічного управління, права, інтелектуальної власності або суміжних галузях.

• Досвід роботи у сфері інноваційної, освітньої політики, політики інтелектуальної власності стратегічного планування або нормопроєктування - від 2 років.

• Підтверджений досвід розробки нормативно-правових актів або стратегічних документів високого рівня.

• Стратегічне мислення: здатність бачити ціле, формулювати пріоритети та аргументовано відстоювати позицію.

• Вільне володіння державною мовою; рівень англійської - В2 (для роботи з міжнародними партнерами та євроінтеграційними документами).

Професійні знання:

• Знання Конституції України, Законів України «Про державну службу» та «Про запобігання корупції».

• Глибоке знання законодавства у сфері інноваційної та науково-технічної діяльності, зокрема ЗУ «Про інноваційну діяльність», «Про наукову і науково-технічну діяльність», «Про пріоритетні напрями інноваційної діяльності».

• Знання методології розробки державних стратегій та програм: логіка інтервенцій, KPI, оцінка регуляторного впливу (ОРВ).

What is the Role About

About you:

We are looking for a hands-on specialist who will support outbound campaigns by building highly accurate target lists, enriching contact data, and executing first-touch outreach including cold calls. 

This role is focused on execution. You will work with structured processes and tools, collecting and validating data, identifying the right contacts, and supporting multi-channel outbound campaigns. 

You will work directly with the outbound lead and follow a clear system. 

Responsibilities:

1. Target List Building 

• Research and identify companies within defined segments: MGA, captive managers, captives, multinational insurance players 
• Build structured lists from: association directories, regulator websites, LinkedIn, industry sources  
• Ensure: no duplicates, full coverage of the market  

2. Data Verification 

• Validate each company: confirm business type, confirm relevance to ICP  
• Fill in key fields: website, location, business focus, LinkedIn  
• Follow strict rules: no guessing, mark unknown instead of incorrect  

3. Contact Research & Enrichment 

• Find the right contacts for each company: leadership, operations, finance  
• Collect: name, title, LinkedIn, email, phone (if available)  
• Use tools: LinkedIn, Apollo / Lusha / Hunter / similar  
• Verify emails before use  

4. Data Management 

• Maintain clean and structured spreadsheets  
• Update CRM (e.g., HubSpot)  
• Log all activities: contacts added, data verified, outreach actions  

5. Cold Outreach Support 

• Execute initial outreach steps: LinkedIn connection requests, follow-ups, email sends  
• Perform cold calls: call direct numbers or office lines, ask to connect to the right person, log call outcomes  

6. Process Execution 

• Follow defined outbound processes and sequences  
• Work in batches and maintain high accuracy  
• Meet daily targets for: companies added, contacts enriched, calls completed  

Requirements:

• 1–2 years of experience in: lead generation, research, outbound support  
• Strong ability to: search and find information online, work with structured data, follow processes  
• Experience with: LinkedIn, Excel / Google Sheets  
• Basic experience with outbound tools or CRM is a plus  

Nice to have:

• Experience with:  Apollo, Lusha, Hunter, or similar tools, HubSpot or other CRM, AI tools such as ChatGPT  
• Exposure to insurance, fintech, and B2B markets

Requirements:

3+ years of industry experience

Good analytical skills

In-depth knowledge of different testing methodologies, testing types and testing techniques

Web-testing experience

API-testing experience

Experience with browser Dev Tools

Strong knowledge and experience with HTTP, Web-services (SOAP/REST)

Strong knowledge and experience with MySQL (preferred) or MSSQL databases

Knowledge of HTML, CSS, JavaScript

Knowledge of data formats: XML, JSON, CSV.

Experience in test design, test planning, preparing test documentation

Ability to communicate in English (B2+)

Experience with bug tracking systems. Jira will be a plus.

Experience with test management systems.
