Recovery for All (RFA) is a seven-year (2025–2031) technical assistance project, funded by Global Affairs Canada and implemented by Alinea International.
RFA will support 50 war-affected communities take on the massive task of managing the damage that has been inflicted by Russia’s war against Ukraine. The aim of our work with communities is to help them build back better, not only in terms of reconstruction, but also socially and economically, so that people that have stayed in the communities not only survive this war, but can thrive. Each community has its own needs and priorities, so we will work with them to plan a recovery that meets those needs, build the capacity to attract financing and implement recovery initiatives, that serve the long-term development of communities to develop and to foster a better future for residents.
At the national level, RFA works with the Ukrainian government on recovery planning and coordination, ensuring different ministries and agencies collaborate effectively and together, that these efforts support Ukraine’s path toward EU integration. RFA supports tracking and reporting on the Ukraine Plan through digital systems we have developed, allowing Ukraine to report efficiently, accurately and transparently to the EU, on its progress required for release of financial tranches under the EU Facility.

The Role: Key goals:
● Achieve and maintain automated test coverage ≥ 80% for the targeted codebase within 6 months from start.
● Ensure reliable daily execution of automated tests by achieving ≥ 95% successful daily CI test runs within 3 months.
Primary tasks are:
● Perform functional, non-functional, and regression testing.
● Write clear, detailed bug reports, analyze root causes, and distinguish bugs from expected behavior or potential improvements.
● Develop and maintain end-to-end (E2E) tests for product features.
● Implement new best practices in testing to ensure product quality and reliability.
● Maximize test coverage, preparing and maintaining test documentation including test cases, checklists, and bug reports.
● Monitor and support the stability of the test infrastructure across various environments.
● Define and analyze test metrics to improve the efficiency and effectiveness of automation.
Required Qualifications: Experience:
● 3+ years of experience in automation testing for web applications.
● Practical experience working with PHP development, including writing and running tests for PHP applications.
● Experience in cross-platform and cross-browser desktop & mobile testing).
● Automated testing using Zephyr/Allure or similar.
● Solid understanding of QA process and methodologies - test plan, test case, bug tracking systems and product life cycle.

Required Qualifications:
Experience:
- Advanced university degree in Public Administration, IT, Economics, Business Administration, Law, or related field.
- At least 7 years of professional experience in governance reforms, institutional development, or business process analysis.
- Proven experience in conducting business process mapping and reengineering in government or large organizations.
- Basic understanding of policy making and policy implementation processes within public administration institutions.
- Experience in establishing or supporting institutional offices/units for process management, PMOs, or equivalent.
- Experience in conducting organizational assessments and preparing analytical reports.
Technical and Organizational Skills:
- Familiarity with BPM tools/software: demonstrated experience in using Business Process Management (BPM) tools and methodologies (e.g., ARIS, Bizagi, Camunda, draw.io, Lucidchart, Signavio, IBM Blueworks, MS Visio, or equivalent).
- Ability to apply process mapping, modeling, and optimization techniques to support institutional reforms.

The assignment will be primarily carried out in Kyiv, Ukraine, with partial flexibility for remote. The successful candidate will be deployed to the Ministry of Digital Transformation (MinDigital).
The duration of the contract is till the end of March 2026 with a possibility of extension (subject to approval and implemented deliverables during a previous deployment).
For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).
Excellent knowledge of Ukrainian, ability to speak and write clearly.
Upper-intermediate or higher level of written and spoken English.
