# Technical Project Manager Search Request

## Overview

We are looking for a senior Technical Project Manager for Volia Software Inc., a lean Texas-based software services company founded in 2003, with most of the delivery team in Ukraine and other team members across Europe and several other countries.

 

This is a broad, hands-on technical leadership role, not a narrow coordinator role. At Volia, PMs are the operational backbone of the company. A Technical PM adds strong engineering judgment on top of that: they combine delivery management, account management, people management, recruiting, financial awareness, and client communication with the ability to lead presales, shape solutions, estimate effort, and drive technical issue resolution.

 

## Role

The Technical PM will own a portfolio of client accounts and projects and act as the senior technical owner for those engagements. Typical work includes:

- managing project scope, milestones, delivery, priorities, and risks;

- maintaining direct client relationships and regular client communication;

- coordinating developers, QA, sysadmins, and other contributors across distributed teams;

- tracking team performance and surfacing people issues early;

- owning recruiting for client-driven roles, including coordination with

external recruiters;

- working with upper management on client needs, staffing, and

escalation;

- monitoring project financial performance and understanding margin impact;

- making practical recommendations about staffing, compensation changes, and delivery structure.

 

## Technical Leadership Responsibilities

Beyond the general PM role, this person is expected to:

- lead presales with existing and prospective clients, using business analysis, general software architecture, IT technology breadth, and production environment experience to scope and shape solutions;

- elicit and clarify requirements, then translate them into realistic technical approaches and options;

- organize the optimal technical resources for effort and delivery-date

estimates, project implementation, and delivery;

- produce and defend credible estimates, timelines, and delivery plans;

- orchestrate technical issue resolution across teams, environments, and vendors, driving problems to closure;

- make sound architecture and technology trade-off decisions and know when to pull in senior engineers or external specialists.

 

## AI-First Expectations

Volia is pursuing an AI-first transformation, and this role is central to it:

- active, hands-on usage of AI agents such as Claude Code, Codex, or

similar in day to day work;

- good understanding of AI technology capabilities, the direction of progress,

and how quickly it is accelerating;

- ability to apply AI tooling to speed up presales, estimation, implementation,

and issue resolution, and to coach the team in doing the same;

 

## Company Context

Volia is a margin-disciplined services company. We work mostly through retainers, staff augmentation, T&M delivery, selective fixed-cost projects, support retainers, and ad-hoc maintenance. We do not operate as a process-heavy outsourcer, and we have very little unpaid bench.


Our client base grows mostly through relationships and network effects. We value Technical PMs who earn client trust through reliable delivery and support while also protecting the company's business economics.

 

## Ideal Candidate

We need someone who is:

- senior and independent, with strong ownership;

- comfortable managing multiple clients or projects at once;

- strong in English communication with US/international clients;

- credible in front of client technical stakeholders during presales;

- skilled in business analysis and general software architecture;

- broad across IT technologies and experienced with production environments;

- able to work with senior engineers without micromanagement;

- practical about scope, budgets, rates, margins, and staffing;

- good at detecting risks early and escalating clearly;

- experienced in recruiting or staffing for software teams;

- a current, active user of AI agents;

- structured enough to keep work transparent, but not bureaucratic.

 

## Nice To Have

- experience in a software outsourcing or staff-augmentation company;

- experience with US clients;

- hands-on background in software development or architecture;

- background in BA, QA, delivery management, or technical coordination;

- experience with Redmine/Jira or similar tracking systems;

- track record of applying AI tooling to real delivery work.
