Lead PHP (Laravel) developer to $5000

Project Overview: European Commission tender “Digital transformation of port management” for the Latvian Port Authority. The initiative aims to modernize the Latvian Port State Administration by automating port procedures, enhancing data-driven decision-making, and integrating with national IT systems.

Key Responsibilities:

• Design and develop backend architecture using PHP Laravel
• Build and maintain APIs for integration with government and logistics systems
• Optimize PostgreSQL queries and ensure high performance with large datasets
• Implement ElasticSearch for advanced data indexing and search capabilities
• Participate in technical design reviews, code quality assurance, and CI/CD workflows

Requirements:

• 5+ years of experience with PHP (Laravel)
• Strong expertise in PostgreSQL and performance optimization
• Experience with API integrations and microservices architecture
• Hands-on knowledge of ElasticSearch: indexing, querying, scaling
• English proficiency: Upper-Intermediate or higher

Nice to Have:

• Background in logistics, transport systems, or public sector projects
• Familiarity with DevOps tools (Docker, CI/CD pipelines)
