Data Analytics Developer (offline)

Functional Responsibilities
• Work in close collaboration with NHSU/SAFEMed team, technology partners, and key internal and external stakeholders to determine application requirements
• Work with Project Management, Business Analysis Teams of NHSU and eHealth, and other developers as needed to support on-time, on-budget, and successful application delivery
• Support the design, development, deployment, and operation of an architectural data model and associated processes which supports the detection and prevention of fraud in patient medical systems (including e-prescription applications)
• Facilitate standardized pharmaceutical treatment plans for chronic patients including current and future reimbursement disease categories and provide real-time warnings when non-compliant prescriptions are detected
• Support the design and development of an ecosystem dashboard for waste, fraud, and abuse with drill-down capabilities identifying suspect physicians, pharmacies, and/or patients
• Support process improvements in patient identification algorithms used by pharmacists in support of the pharmaceutical reimbursement program
• Introduce a proactive analysis of system performance to:
 Optimize application code, including the module of reimbursement program, in accordance with monitoring results;
 Ensure a sustainable process for updating technological components, including reimbursement program, according to the roadmap for the life cycle of each component;
• Identify, develop, and deploy a technical solution that prevents duplicative reimbursements for pharmaceuticals for the same or similar therapeutic classes for the same patient within a specified time period
Deliverables
• Processes and architectural model of fraud detection capabilities in reimbursement program
• Advanced model of patient identification by pharmacists when receiving prescribed medicines in the framework of reimbursement program released
• Processes for implementation of accordance of patients’ parameters to issued recipes online control in eHealth: category of disease; age; gender; weight for dose measurement, contraindications of medications; presence of narcotic or potent drugs. Structured information concerning medical products interactions, undesirable effects and appropriateness of prescribed medical products to the diagnosis
• Evaluation of patient adherence based upon obtaining and anticipated usage of prescribed medications
• UAT plan approved by NHSU, Final documents – UAT results approved by NHSU
Required Qualifications
• Healthcare technology experience is preferred
• Advanced knowledge of SQL queries, stored procedures, triggers, indexes, data types, table structures, database design principles
• Experience with Python/R is preferred
• Knowledge of instruments for data visualization (Power BI, Tableau, or analogs) will be an advantage
• Experience in different versions of DB (POSTGRESQL/MONGODB) will be an advantage
• Advanced level of English
